The Global Learning and People Development Manager role drives the regional deployment of global people development strategies across the East Asia and South Asia and Oceania regions. The position strengthens organisational capability through learning initiatives, competency frameworks, talent development, and effective learning systems that support sustainable workforce growth.
Responsibilities
Regional People Development Programme Execution
Lead and coordinate the implementation of global people development programmes to support consistent execution across the regions
Adapt global frameworks, standards, and tools into practical and actionable plans for local markets
Track country-level progress, share best practices, and provide support to resolve implementation challenges
Learning Programme Design and Delivery
Partner with subject matter experts to design, develop, and launch learning programmes aligned with organisational capability requirements
Apply modern learning approaches, technologies, and tools to deliver engaging and effective training experiences
Facilitate leadership, functional, and skills-based training sessions when required
Training Effectiveness and Continuous Improvement
Evaluate the impact of regional learning programmes using data insights, participant feedback, and performance metrics
Recommend improvements to programme design, delivery methods, learning tools, and overall effectiveness
Competency and Skills Framework Development
Lead the development and ongoing management of a regional skills matrix that identifies the core competencies required for each role
Collaborate with subject matter experts and business leaders to validate and regularly update competency frameworks in line with changing business requirements
Integrate the skills matrix into development planning and learning programme design
Talent Development
Support the regional talent development strategy by monitoring, reviewing, and tracking Individual Development Plans for identified high-potential talent
Work closely with operating company Human Resources teams to ensure Individual Development Plans are actionable, aligned with career pathways, and support long-term growth
Provide insights and recommendations to strengthen the regional talent pipeline
Learning Management System Administration
Oversee the accuracy and integrity of Learning Management System data, including learning records, enrolment status, completion tracking, and reporting
Collaborate with global teams to maintain alignment with global system standards, functionality, and reporting requirements
Requirements
Bachelor’s degree in Human Resources, Education, Business Administration, or a related field
5–8 years of experience in Learning and Development, Human Resources Development, or Talent Management
Experience designing and facilitating training programmes within cross-cultural and cross-functional environments
Strong knowledge of Learning Management System platforms and learning analytics
Excellent facilitation, communication, presentation, and stakeholder engagement skills
Proficiency in modern instructional design methodologies and learning tools
Strong project management capabilities and a continuous improvement mindset
Regional experience is preferred
