The Human Resources Organisational Development (HROD) Section Manager role plays a key part in developing talent frameworks, learning strategies, and workforce capabilities that support organisational growth. Based onsite in Chachoengsao, the position combines strategic Human Resources Development (HRD) planning, stakeholder collaboration, Learning Management System (LMS) administration, and data-driven programme evaluation.

Responsibilities

  • Develop and drive talent development frameworks, including succession planning, career progression pathways, Individual Development Plans (IDPs), competency certification programmes, and learning roadmaps to support organisational growth

  • Conduct Training Needs Analysis (TNA) and establish annual learning and development plans, ensuring effective budget planning and resource allocation

  • Collaborate with business leaders and line managers to assess capability gaps and implement targeted learning solutions that enhance workforce performance

  • Monitor, evaluate, and continuously improve the effectiveness and impact of training and development programmes through measurable outcomes and feedback

  • Oversee the administration, optimisation, and continuous enhancement of the Learning Management System (LMS) to support an effective learning experience

  • Generate Human Resources Development (HRD) metrics, reports, and analytics to provide insights and support strategic workforce development and talent management initiatives

Requirements

  • Bachelor’s or master’s degree in political science, Human Resources, or a related field

  • 5–10 years of experience in Human Resources functions

  • Strong knowledge of labour law and related regulations

  • Strong interpersonal, influencing, and communication skills

  • Ability to communicate and work effectively with people across different cultures and organisational levels

  • Strong presentation skills

  • Experience in Human Resources Development, including Learning Management System administration and the development of training materials

  • Ability to work onsite in Chachoengsao
